Do not grant "all" permissions to your fop2 users. If you do not grant "spy" permissions to your users, the buttons will not show up.
i setup the user as follow :
[FOP2]
secret = XXXXXXXXXXXXXXXXX
deny=0.0.0.0/0.0.0.0
permit=127.0.0.1/255.255.255.0
read = call,log,agent,user,dtmf,originate
write = call,log,agent,user,dtmf,originate
i didnt setup the EXT in FOP as i want it to get update from the astrix
now the spy buttons still show the its not working and all the EXT look as on line (we get just 60% on line during the day )
That is the asterisk manager user, I was talking about fop2 users, they are completely different. fop2 users can be handled with the fop2admin freepbx module (if you use freepbx), or by manual configuration by modifying /usr/local/fop2/fop2.cfg
